IB (Interactive Brokers) does charge $.005 (half a penny) per share. MB Trading charges $.01 per share (minimum $1.00 per trade). I use MB Trading, and have had no problems for years.
Advantages: much cheaper, faster, better execution prices
Disadvantages: must install proprietary software (can't use browser), no fancy website with lots of useless tools and research
You can guess where my bias lies. Sharebuilder only executes orders once a week, which is murder when you consider many stocks can move 5-10% in a week. The positive is that it enforces long-term discipline for buy-and-hold investors.
I've used Ameritrade in the past, and their fees were pretty straightforward.
Well it depends on how much you have to open an account. When I opened up my account I didn't have that much money so some of the big names Charles Schaub, Etrade, etc. needed 1,000 -5,000 to open an account. I ended up going with Scotttrade there minnimum is $500, with $7 a trade.

scottrade is 7.00 per trade, and interactive brokers are 1.00 for up to 100 shares, 2.00 for 200 shares, etc. don't hold me to it, but i believe with sharebuilder you only get the 4.00 per trade if you are willing to wait on execution (i think they trade everything in bulk on like a wednesday). if you want instant execution, i think they then charge the 15.95 (not sure on that, though)
