It's important to know that a screener will just help narrow a list of possible Warren Buffet picks - based on parameters he discusses in his book. However, there are numerous variables that go into his trading strategy so there is still much more to consider.
Scottrade does have a fundamental screener that can help you out, once you've identified your preferred parameters.

Read a book by Buffet's mentor Ben Gram called "The intelligent investor". This book has a lot of practical advice and contains some benchmark indices to look for to help you screen out stocks.
I would strongly recommend that you read the section in this book where he compares two stocks in similar circumstances and provides the reasoning behind choosing a certain investment. (A little dated, but is definitely a book worth reading particularly if you’re new to investing)
I know yahoo finance has great free stock screeners that you can set to particular variables or select value based criteria. I have a Scottrade account as well and have not found their screener to be that helpful; maybe I am just too used to using yahoo's.
I 2nd the recommendation about "The Intelligent Investor" It is the classic on investing. Another semi-classic is "Common Stocks and Uncommon Profits" Philip Fisher. If I am not mistaken Mr. Buffet has mentioned both of these as good guides.
There are certainly certain stocks you will not find in the Buffett portfolio. Among these, technology stocks, biotech stocks (I do not think there are even any drug stocks), penny stocks, and obviously overpriced stocks.
There are mostly large cap companies with solid earnings records. KO, AXP, GP, BUD are among his largest holdings I think.
I might be foolish in this suggestion, but you might consider starting your screening process with these variables.
PE < 20
ROC > 20
D/E < 0.25
div % > 1
market cap > 5 bil
5 yr earnings growth > 15%
5 yr sales growth > 15%
My stock screener returned 5 stocks meeting those criteria. Unfortunately, none are known by me to be among Mr. Buffett's holdings.
Anyway here they are:
LUKOY (most likely not a Buffett type stock), AEO, GSM, AMAT (definitely not a Buffett type stock), RHI.
KO falls short in 4 of the 7 categories. Shows you what I know. PE too high, too much debt, too little earnings and sales growth.
AXP also falls short in 4 of the 7 categories. Dividend too low, debt to capital too high, return on investment too low, and revenue growth too low.
One thing to keep in mind though concerning Mr. Buffett's investments. He has hundreds of billions he has to invest. Sort of limits one's choices somewhat.
