Vanguard.com generally has the near highest rates on a consistent basis. They offer a lot of funds with no load and low cost. They are not the lowest commission structure however. If you trade a lot and don't keep big cash balances I would go elsewhere.

Fidelity, tradeking, schwab, etrade, ameritrade, scottrade
The bank you have the account with.
Each discount broker has different fee schedule. You can compare and make your own choice based on how and how much you plan to invest. The annual maintenance fees make difference too.

scottrade is good, and probably the cheapest. ameritrade is the best but a little more expensive per trade.
