I use www.halifax.co.uk look for the Sharedealing account.
You can put Just £20 a month in and all purchase trades are done at £1.50 commisson only (Sales are £5).
You may want to try com.direct. If you do all your dealing inside an ISA then it only costs about £25 admin per year plus dealing commission.

Whatever you do don't use TD Waterhouse. Scumbags.
Try to open an account in something like:
