Answer:
Of course, your question depends which country you are in. I'll assume U.S., but if it is somewhere else, the answer will be different. In the U.S. you can always buy shares of some of the larger stocks if they have ADR's issued. I've provided a link for the BNY ADR list.

But to trade any stocks, whether U.S. or foreign, you want an account with a broker, such as Ameritrade or Scottrade, not with a bank normally. A lot of banks do have some ability to offer brokerage services, but they're usually not the best resources for that.
Any good International Stock Mutual Fund. Most fund families offer them.
Simply invest in mutual funds, as we call them in Canada, and look for options such as Global Equity or European Equity. The Toronto Dominion Bank can help.
Any brokerage could accommodate you such as TDAmeritrade,Scottrade,Questra... There is an exchange traded fund (ETF) for about every major country in the world. As examples look up the symbols: EWA,EWC,EWI,ETC.
Many foreign stocks are traded on the NYSE. For example, CHL, CAJ, NVS and many, many more. Many more are traded on the pink sheet such as NSRGY.PK As other reponders advised there are also index funds and mutual funds.
