No. Every action looses some energy to entropy. It is impossible to have a 100% efficient device. This would mean that it is perfectly insulted to heat lose. It would have to be frictionless, which is impossible.
We can get low rates of energy lose in labs, using very controlled experiments, but in real life it isn't nearly that neat and clean.
