The first description of a shoe sizing system was made and recorded by British genealogist Randle Holme in the Academy of Armory and Blazon in 1688.
Aint got a clue but hazard a guess at Mr Clarkes.
No idea. I suspect, however, that like most measuring systems in England no one person specifically set out to devise a scale. Measurements like a "yard", a "foot", or a "stone" developed over time as people made rough estimations to one another. The measurements were, of course, later standardized.
