It seems that he is using hydrogen fuel cells to try to provide power to cars. Hydrogen fuel cells need hydrogen and oxygen to operate. Billings is working on electrolyzing water to generate hydrogen and oxygen. Electrolyzing means he applies a large voltage to the water in order to split up the hydrogen and oxygen that naturally form water (H2O).
I don't know about the involvement of the government or the military. I think cars that run on hydrogen fuel cells today have to carry a tank of hydrogen in the car, which can be very dangerous.
If the email is asking you for investment money, ignore it. Need more details. Is this hydrogen which has water as the combustion product?

Sure...you can separate the hydrogen and oxygen from water. You can then use the hydrogen and oxygen for combustion. The only real problem with this is that it is not 100% efficient (of course). You will expend more energy separating the hydrogen and oxygen than the separated hydrogen and oxygen will provide.
If the claim is that you can modify your car so that you can fill the petrol tank with water and have it run then it's a crime called fraud.
