Cat urine is a very difficult problem. If Nature's Mircacle doesn't help (and as a previous answerer suggests, you really should try it first), then try one or more of the following:
1) Borax powder. Sprinkle it generously over the stained areas and scrub gently but thoroughly with a brush, so the borax goes all the way down into the carpet. Grab a spray bottle of water and spritz the area until it's well-dampened. Leave it there for several hrs - even all day - and then vacuum it up. You can repeat this process several times and the oder will improve each time.
2) Buy a product called Odor Mute. It is excellent for urine odors, but will not help with the stain.
3) Use a mixture of Vinegar and table salt and rub it into the stained area well with a brush or rough rag. Leave it on for 30 minutes, then using a rag wet with water, remove the vinegar as much as possible. You can vacuum up later to remove any residual salt.

bleach. if you want to get something out no matter what, bleach. if it has color. steam it. or get a new one.
you can use pet odor remover by rug doctor or there is a spray on carpet cleaner called capture that you can get i know for sure at lowe's but you may be able to get it at walmart too..it works well just follow the directions. you may need to treat it a couple of times if the stain is that old.
The stain might be taken out if you have your rug professionally cleaned. About the odor, try febreeze.

try Hydrogen Peroxide, just dump some on the stain.
Try baking soda. Just sprinkle it on like a carpet deodorizer. It could take awhile to get the smell all the way out.
Go to a local pet store, get a product called "Nature's Miracle." It works wonders. It's an enzyme product that actually eliminates odors and has been well known in the pet industry for years. If the odor has gone all the way to the carpet padding you may have to apply more product. The ideal would be to have new carpet & padding, but perhaps that's not possible in your case.
Go to the vets and get a bottle of "mr. Butler" it made for urine smells.
Scrub it with any kind of cleaner, then sprinkle this powder on it. You can get the powder anywhere, I can't remember what it's called, but it says cat and dog smell deodorizer. It works great.
