Check the program you'll be enrolled in. Usually it makes more sense to compare two programs than just two schools. Check the neighborhood too. You will be living there for quite a few years, so it is important you like the area.
Without a doubt, choose UT Knoxville for no other reason than going to Memphis for any reason is a BAD idea. Memphis is pathetic! People are leaving it in droves, and with good reasons: high crime, crooked politicians, mismanaged budget in the red (big time!) and sky high taxes with nothing to show for it except for the well-lined pockets of the aforementioned politicians and their cronies. The public schools are pathetic, too. Having recently moved away after having lived there for more than 40 years, I can tell you: Memphis, TN, is a great place to be FROM...waaaaaaay from!
