What are the Scholarship options for doing Masters in Financial Economics at Oxford University (in this case)?

Normally, she would have got a prestigious Scholarship like the Rhodes Scholarship, but most of such scholarships have an eligibility requirement that if the student is an Indian, she must have graduated from an Indian University, and she hasn't. Being an Indian, she can't apply as a Singaporean either.
She can't pursue the program without a scholarship, given her financial condition. What scholarship options does she have?
