International scholarships?

Question: I graduate in one year, and one of my choice colleges is in Spain (I live in the US). I had been researching international scholarships, but most ask if I belong to a certain institution...I dont really understand it.

When I'm I supposed to start applying to these scholarships and where do I find them?
