Can I apply to college without writing down that I had gone to college before?

Question:
I went to college for a year and dropped out.

I want to go back but I know they will ask me if I had gone to college before. I can't say yes because I can't afford to pay my former college all the money I owe for my dorm and stuff, so they won't release my transcript.

I want to go back to school but I am afraid if I don't tell them I went to college, they will find out and I will get expelled.

What are my options, if any?

I am not going to get financial aid, I am going to pay for the school myself.
Just go ahead and don't worry about it. Since you'll be paying for it yourself, your new college won't have any reason to check the debts you owe to anyone else.. But even if they did find out somehow, they'd have no reason to expel you. Colleges aren't in the business of collecting debts owed to other colleges.
if you dropped out after one year and the classes you took would not help you anyway. then why bother telling them... its going to make a bad expression and they are not going to expel you if you are paying your self this time.
