Yes. The programs are called 'jobs'. They're fairly easy to find, and easy to apply for.
That depends on where you live. I (a student) get money from the government every month, the amount depends on your parents income, but it isn't even enough to pay the rent for my appartment. Other options are to borrow money or to get a job. Unfortunately, free money doesn't exist.
