She decided to go to a college in another state that costs 40,000 a year to go to." Then her father doesn't HAVE to pay for it. That is perfectly clear. If her mother wants him to pay for the daughter's education she'd better convince her daughter to say in PA.
It has to clearly state that the father is liable for ANY/ALL college/university costs and not just in PA.
It depends on what is written in the custody agreement and what is written that the child support covers.

It depends on where you live..here in CA, only if the child is still living at home with the other parent and attending college. If the child is not living at home than no. You will have to go to court to have the child support extended.

It doesn't matter what state you are in. It matters what the support order says. In the support order that I have, my ex is supposed to pay until they are 18 yrs old, unless they choose to go to college. If so, then he must pay until they have either graduated, or quit. However, in your question, you state that he doesn't have to pay child support anymore, so that is your answer. He is not obligated to pay for tuition if it isn't stipulated in the support order. NO! At 18 the child is an adult and legally that is the end of spousal support. If you are inquiring because you want to make sure your children are taken care of you need to get that in the divorce decree and support info.
PLEASE DO THIS!! My mother wanted to be "nice" during the divorce and did not want to push the issue, she thought he would do it because it was the right thing to do...NOT. Get it all in writing- whether you are the mother OR the father. It is always the children who end up screwed.
