Scholarship exceptions?


Question:
I am in a very competitive school. I have a 2.8 GPA but a 26 ACT. The scholarship says a minimum of 3.0 GPA and 25 ACT for full tuition. I asked my guidance and she said I have to take it up with admissions office. I gave them an email and everything but no response.

Please answer this question.

* Do college often or rarely give exceptions for scholarships?
