I have a big question ! My husband is from Texas. I am from Maryland. Being that he is in the military I have to claim his state of residency as my own. I will be attending a online college from Colorado. Does my criteria enable me to apply for scholarships for texas residence ? And would I be considered a permanant resident being that I have to claim Texas for as long as my husband is military ?

Most of them only require that you are over 18 and a resident of the U.S. The scholarship money can be used for any educational opportunity-- including online courses.
