If scholarships are really important for you, I would go ahead and apply using the October score. If you put Purdue on your ACT application as one of the schools to receive your results, they will automatically be notified of your new score. Good luck and study hard!
try to go to the library and see if there is some kind of study guide. i would still apply to wherever you want to go, write a good letter of interest, make it about your journey to the US. that may give them more interest in you. also it may help with them ignoring you score because those kinds of tests are culturally bias.
taking the up coming test may have a bigger advantage since you already know what to expect. It is never to late to try and get a scholarship, i understand you want to do this sooner than later but you may have a bigger advantage if you try harder and get a better score. good luck on your decision,,,,,, soon advise iris
I recommend contacting Purdue directly and asking your questions. See below link. They would be the best people to ask. Also the Financial Aid Department would be a good resource for your questions.

I wanted to let you know that I highly recommend the Princeton Review for studying to take standardized tests, such as the ACT. They are really good. They help you understand some of the little tricks that the test writers try to catch you on.
Also maybe you should take the SAT, many colleges take both scores.
Follow REN's advice.
Contact the university's admissions department and ask to speak to a councelor about the best path to take. They are usually well informed and very helpful people.
