If no written agreement regarding college payments was made during the divorce or separation; then no one is obligated to pay.
College is an adult decision and the responsibility for paying for college rests with the student. If a parent wants to contribute, it's their choice.

After the child turns 18 in the eyes of the state they are considered an adult. They are not required to offer further assistance unless they do so voluntarily. Basically if the mother is helping out because she wants to then thats great, but you can't hold the other half reliable. I'm a college student and my mother has been paying child support for years for me and my sisters, but it hasn't counted towards me since the day I turned 18. The only way you have any hope of getting money is to go after any back child support if there is some. Hope that helped.
Depending on what state you live in, The state I'm In does require a noncustodial parent to pay support till the age 20, IF they are continuing an education, NOT 1/2 of the college but still pay child support, even with loans the noncustodial parent is still required to pay
The college kid can get a job. Most kids do. The child support stops at 18.
