When is the "right" time to apply for scholarships?

Question:
Currently, I'm attending a local community college. As we all know community college financially, is reasonable in comparison to a University. My question is, do I apply to different types of scholarships BEFORE I apply to several different Universities or do I do so AFTER I am accepted? Or should I begin now?

I hope that made sense, looking for some good responses!

Start with your FAFSA on the 1st of Jan.Get it filled out and sent in ASAP.Then do a search and apply for as many scholarships as you can regardless of the amount, every little bit helps. Sometimes they may not seem like they're worth the effort but when the cost of your books or lab fees come up you'll wish you'd applied for everyone that you could.Don't wait!
Definitely start now. Some scholarships are for specific schools or specific fields of study. Some scholarships are awarded by merit and some are for need. Most scholarships require a written essay, while a few just need an application completed. Look everywhere for scholarship opportunities - the internet, your college guidance office, your employer, local clubs (American Legion, Masonic Lodge, Elks, Teacher's associations, etc). There are scholarships awarded by large companies. Don't give up, there is money out there for the most unusual classifications - I've even seen scholarships for left handed people. If you are required to pay to apply though - be very wary. In fact, look elsewhere.
For outside scholarships meaning from organizations and companies, you should begin applying now! I also recommend checking the college financial aid websites for each of the colleges you applied for a list of private scholarships available. For the FAFSA form, you should apply after January 1 for the next school year. I have included a list of free membership scholarship search engines, and I recommend joining several of them. Good luck!
