What is the scholarship that brings state scholarships to other states if home doesn't have what you need?

I live in GA and I want to attend a school for holistic medicine. Unfortunately, GA doesn't have the colleges I need. I've heard of scholarships that will take the scholarships I'd get in GA and transfer them to the state I need to go to, as long as GA doesn't have the colleges I need. Cany anyone give me more info? I'll never get the education I need without some finanical help.
