If you have not earned a bachelor's degree previously, then you are working on your first. If you have, then you're working on your second (or theoretically third, fourth, etc.). If you are double majoring, as long as you haven't graduated from one of the majors, you would still be working on your first bachelor's.
Most scholarships and grants will only pay for first bachelor's degrees because they think that once you've gotten one, you're on your own if you want to get a second. Few scholarships are expressly for second bachelor's because they want to help people that are changing careers.
