How can a non US resident pre-pay college in the US, replicating plans some States offer to their residents?


Question:
My brother pre-paid USD 9.000 so that his daughter can study in any Florida State university. If she goes elsewhere, the money is refunded.

I'd like to do something simillar, but I understand this type of plan is available only to state residents and we don't live in the US (and are citizens of other countries - namely Brazil and Paraguay).

Still, I would like to pave the way to send my kids to college in the US. Maybe there is another type of pre-payment plan available? Or should I write directly to the colleges asking for information?

Answer:
People usually take out policies (like Insurance ) for a certain number of years. You can also contact the University, they might have ideas as well.
