It's the Bureau of Indian Affairs so, yes, the government, in cooperation with the tribe and the student's school. The awards are not automatic, though, so you would need to do some leg-work. According to the BIA, students with at least 1/4 Indian blood are eligible for BIA scholarships. The Bureau also funds a number of schools and provides funding through the American Indian Graduate Center. It seems that this one program might not pay for all the student's schooling, but there are other organizations, too, that offer scholarship funding to Native American students (many through http://www.fastweb.com ).

You have to have proof first of all...and it has to be a certain percentage. I do not remember for sure what that percentage is though
You have to have a certain percentage or above. You can't just have like 1/32 or 1/16th and expect anything.
No it is not the government that pays it is the indian reservations which gets money from the government. You must prove that you have more then 1/8 or 1/16 (not sure of amount) native american blood in you to be considered.

its the government that pays the tribe. and the tribe in turn offers scholarships to those seeking a college education. and it's totally not "free", you have to abide by certain restrictions that the scholarship has. you have to be a full time student and maintain a GPA.
then there are those that require students to take classes to help the through the college experience, cause non have ever been off the reservation.
there is a lot of RED TAPE that you have to go through to get any kind of funding.
just like everyone said you have to prove your blood percentage. and be a registered member of that tribe.
i think the smaller the tribe the money funds they are willing to pay for your education. and you must be willing to come back to the reservation and help your tribe grow or with assistance.
also the larger tribes have a difficult time stretching their money to all those who have applied for scholarships.
You must know what tribe or nation you belong to first. Second you ancestors must show up on some tribal or government role. Third you must contact that tribe and find out how much Indian blood you need. It is different for each one.
You have to to have a certain percentage of indian in you and have proof. i have a friend who is half indian but her whole life she had gone by white. When we got ready to apply to college she decided to be say that she was indian. Her dad was indian but he died when we were in 9th grade and her mom's current husband had adopted her when she was in elementary school so she had no contact with her real dad's side of the family and it took her a while to find proof that she was really indian. I think you have to be at least 1/8 indian but i'm not sure.
