No but international scholarships are more competitive. If you are terribly bright or studying graduate studies you can get a scholarship. Look into your local Rotary club if you are not already in "America" and want to volunteer while you study. They can fund a year abroad.
US Residents and canadian residents can get alot of scholarships if you are currently immigrating look into scholarships for that or scholarships that are available to residents. Look into funds avaiable for your field of study for scholarships and internation student offices at Universities that interest you. They can help guide the process. But it is really competitive...so make sure your CV and GPA can compete. Good luck.
