The only thing I can think of is to look for external scholarships. Fastweb.com is a realy good site to find lots of scholarships. It takes FOREVER to do the registration process, but it's worth it because it does a thorough search.
I had the same problem as you - I wanted to go out of state, but state schools are responsible for educating their residents first, so they really aren't interested in accepting out of state students with scholarships unless you play a sport or something like that.
