It's probably unrealistic to expect a 100% scholorship with that criteria. You might be more successful looking for scholarships based on grades, civic involvement and other activiites. It's also unlikely you'll find any scholarship that would cover 100% of your tuition anywhere. Instead, you may need to apply for several smaller scholarships and then for additional financial aide through student loans and other programs.
If you are a high school student, your high school counselor probably has a great deal of information on fiancial aide. Another option is to contact a college you are interested in attending and speak to someone in the financial aide office for more information.
Many civic groups award smaller scholarships so you might reach out to groups in your community such as Altrusa International, the local Rotary or the Lions Club.
The NAACP might be a group to contact if you are specifically looking for scholastic programs geared for African Americans.
If you are looking for a free ride, expect to be dedicating a great deal of time and energy to scholarship research and applications.
