USC is probably the best, then there's NYU and UCLA, and a few in other countries. University of Pennsylvania also has a good rep for the academic side, and University of Arizona for communications (which is related).
In the UK, Loughborough is tops for academic. A few schools in London have a better technical rep though (but they're not usually considered "universities").
Harvard totally sucks for film.
You ask them how to get a scholarship. Or, you can do a search at fastweb.com. There are books on scholarships too.
Do a search for Nicholls Fellowship in screenwriting, and you'll usually find related scholarships.
A lot of schools will help on scholariships if you are already doing things, such as having a student film to show.
Best schools are NYU, UCLA, USC, Cal Arts, Harvard, Yale, Regent and beleive it or not Univ of Montana Bozeman is a well equipped school with a nice program.
There are also some nice smaller colleges. LA Valley used to be a great school when Dr. Timmons taught there, but I don't know about it anymore.
His cirrculum was identical the the 4 year Cal State Northridge and he had more and better equipment.
