There is this scholarship I kind of wanted to do but they say "Each year we award scholarships to college-bound Houston Area students of color to assist them during the first semester of their freshman year.". Do I necessarily have to be African American to be considered a student of color or do I just have to be non-white? Thanks for your input.

Just go for it. If you don't apply then you know for certain that you won't be the happy recipient of the scholarship. If you do apply then maybe good things happen.
maybe you should write the scholarship people a letter asking what they consider to be colored..instead of wasting time asking us... but good luck
