I am wondering which tuiton i would have to pay if a go to a cetian school. I lived in new york for ten years before moving to alabama, by the time i graduate i would have lived in alabama for 7 years but i want to go to college in new york. Will i have to pay in or out of state tuiton if i've already lived there or does it matter only where you live when you apply.

You will have to pay out of tuition. As the others stated, there is usually an amount of time you have to have been living there to qualify. This may vary by state. I went to college in Virginia. I was born there and my parents still owned land there when I went, but I still had to pay out of state tuition to go to school there because when I applied I was living in another state.
you need to live in NY for like one year to recive state tuition.

It doesn't matter that you lived there before. You have not been a resident there for at least 6 months, so you will have to pay out of state tuition.
