Do colleges grant scholarships to transfer students?

do colleges grant scholarships (FOR TRANSFER) on the basis of our SAT and high school GPA Or they only look at our college GPA.

It all depends on your financial institution. Most colleges do afford the same things to the transfer students as they do the students who were there before.
They will only look at your college grades now. The rest is old history unless you are not transferring many credits. If that's the case then they will probably want to see SAT scores and HS transcripts. Each school is different with scholarship requirements but most DO offer transfer students scholarships.
