Does my sister have a chance of getting into Penn, UVA, or College of William & Mary?
Question:
The thing is, my parents are discouraging her because they're afraid that she won't get in and will just be wasting money on app fees, or that she'll get in but have no scholarships or grants given to her. They also claim that she doesn't have a "chance" if she didn't do sports in high school.
What do you think? Does she have a chance? Should she apply, or continue to look at "safety schools"?

She has a good shot at all three. William and Mary will be the most likely to accept her. She should definitely apply at all three and then apply at a local university that has a decent reputation. If she can't afford the application fee, some schools have an application fee waiver form that can be completed. I know for a fact that UVA has this.

None are a sure thing, but she has a real shot at all three. Admissions officers will take the quality of her school into account.
William & Mary is more likely than the other two.
UVA or College of William and Mary is a sure bet. I could have gotten into William and Mary and I had a 3.1 GPA but I went to a more competitive school, but all universities look at a numbers of factors and she has a lot of a good ones
If you look at the websites for the top schools they often describe what the students are like who have been admitted. At some elite schools less than half the admitted kids did any sports at all in HS. Instead, they tended to do more intellectual stuff, like debate, theater, math or science club, DECA, or whatever. It totally is not true that you must do sports. What is true is that you must have some activity that you were passionate about, and that you excelled in.
I think your sister is almost certain to get into W&M, is a good bet at UVa and has a fighting chance at Penn. She should go for it!
