Colleges have a billing system that keeps a record of all the financial aid you recieve such as grants and scholarships. They usually split the yearly scholarships into two semesters and use half 1st semester and half 2nd. They bill you for tuition every semester. And then they use your available financial aid to pay them. If you have an overage of financial aid for that semester, then they send you a check for the amount you didnt use. If you use it all and still owe, then you must pay the balance. Usually, they have an online system to log in and view your bills and payments and all that. When you hear someone say a yearly cost of colleges, then that is only an estimate. B/c the cost depends on what classes you must pay to take. It could be a lot less than the estimate, and could be alot more. You should also take into account the cost of housing and books. Books are usually around 500 per semester at a major university.
Good Luck!! Just to let you know Univ of South Carolina is a great school and out of state students can get instate tuition if you get a school scholarship and over half of people who are accepted do. So consider a visit there and apply there.

It probably depends on the school. Your tuition varies from semester to semester depending on which classes you take. Each class costs a certain amount depending on how many "credit hours" it is worth. Some courses require lab fees, too.
At private high schools, tuition is usually paid on a yearly basis - and usually it doesn't matter what classes you take.
College isn't like that. It's literally like shopping from a catalog - their course catalog. Depending on what you pick, the cost will vary with those choices.
If you're applying (have applied) for financial aid, then some or all of those costs could be covered for you.
This type of question is good to ask either your high school counselor, or visit a college (it doesn't have to be one you think you'll go to necessarily) and ask one of the student advisors to tell you the "straight story".
