As a relitively young dad in Michigan with a son off to college in his first year in the fall, I know what you mean (My son also attended a small high school, University Liggett, in Grosse Pointe Woods, as a merit scholar). Call the admission offices of the schools you two are interested in and determine just what those schools are looking for. Also, a call into the girl's b-ball teams' offices at those respective schools won't hurt at all and can help get her on their radar screen.
Just remember that schools are looking for well rounded students.

She's in 8th grade. No one will really notice until 10th grade or so. Send her to camps run by coaches and players. They will see the potential and keep an eye out for her.
Okay, so I follow college basketball and am a highschool student in Chicago, were I see these cases a lot.
What you need to do is sign your daughter up on an AAU team, which I am sure her coach knows about some AAU teams in the area. AAU will expose her nationally since you play against teams from other nations and with some of the best players in your region. Also, stay on top of national summer camps that allow her to play against the nations top talent for her grade level. Do all this, keep a good relationship with her highschool coach, and if she really is talented the college scholarships will fly in.
AAU and practice
look up the colleges shes interested in going to and check out summmer camps. 8th grade is a bit too early to be thinkin about recruitin unless shes nationally ranked etc. AAU teams and national tournaments r often attended by scouts, but usually for the older levels. Check out maybe a private high school with a good basketball program. When shes older, visit a nearby college. good luck and place emphasis on her love of the game and not for money or glory.
