One way to look at it would be to say that the government could, but would have to raise taxes to do it.
Another thing to consider is that, by law, states are required to educate it's children up to a certain age and level. Not everyone is expected to, nor need to go to college.
Money to pay for schools, texbooks and materials, and teacher's salaries is distributed by taxes, collected at the local level. Since there are usually many K thorugh 12 schools in a community, and sometimes only one, or even no colleges in a community, the money would have to come from somewhere else.
By the way, states often DO pay for some college education. The state pays for the buildings, salaries and many of the major expenses of their citizen's college education, but there are many fees and expenses that the states cannot afford. So, while a state college or university is much cheaper than a private institution, for its residents, these students must still come up with some of their own money.
The basic answer to your question is that the money to pay for these different levels of education comes from different sources, and there is only so much money to go around. That's why the junior, or community colleges work so well to provide relatively low cost school for the first two years of college. The money for these schools come from the local community's tax base.

Because college is not mandated. Just like preschool. It's extra and the government doesn't have enough money to pay for everyone, especially because most of these schools are brand name and private.
It is the law that all minors must go to school. It is not a law that all adults go to school.
i am a junoir high school teacher and my husband is a college professor trust me u pay for all of it from taxes that how the teachers get paid common sense nothing is free at least anything officail and worth it
The government only pays a portion of your primary and secondary school fees and the parents pay the gap...when you hit college you are old enough to be earning your own money so you pay for that yourself, unless you are on a pension or some sort of entitlement through the government system and then they can pay for that too!! Thats how it is in Australia anyway!! :)

In the US some states to offer supplementary money for students who earn good grades in high school. Also, there are federal grants available, but they are based on income.
I think it is because. Our taxes would be way to high. and people would take advantage of it.
College is for higher learning--you don't have to go.

College is beyond the "required" elements of schooling. Of course, the last few years of highschool aren't really required, but its kind of manditory if you want a fair job.
And besides... the government doesn't pay for schooling... the tax payers do. People that live in the area. I suppose that's another reason why college aren't free- there aren't colleges in every town, so some tax payers would have to pay extra to fund that college, while others wouldn't.
Secondary education is expensive compared to K-12 and once you finish highschool, there are ways to get free money to pay for your college expenses without you coming out of the pocket !
Where do the think the government gets the money to pay for middle, elementary and high school? I would say that about 80% of the $9500 I pay in annual property taxes goes to the school district where I live. The other answers are right, every child is entitled to an education here in the USA and in fact are required to be in school until a certain age (16?). Nobody is required to go to college but..public colleges get millions of dollars from the state government in which they are located. So colleges/universities actually subsidize a large portion of the cost of every student. If they didn't you would pay alot more to attend.
