Most folks are unaware it's illegal in most states to leave the keys in an auto, & it is grounds for denying the claim.
Whether they handle the claim may depend on the company insuring & what they have done historically in similar cases.
Folks leave the car running all the time to just run in the 7-11, don't do it. Ay best you may get a ticket, worst could be like this.

Since you just added that he's on mom's policy, mom really needs to kiss a** to her insurance agent. Here tenure will help her tremendously.
Don't be surprised if the insurance denies the claim due to negligence on his part. I know a person that had the same thing happen.
The insurance company can claim that your brother was negligent in leaving the keys in the car, and refuse to pay the claim. Whether or not this is a common occurrence in the area, insurance companies have won in court, in this type of case. They will claim that they have a reasonable expectation that the owner will do his best to prevent the theft of the vehicle.
it is illegal to leave the keys in the car when it is unoccupied and the insurance does frown on that for sure
