See exactly how much she paid. If she paid a $300 deposit and only kept the insurance about 15 days then she would receive about half of it back less any agency/policy fees that they charged her to start the insurance. Companies can only keep money for the time they provided coverage ( In Texas anyway).
This may be a little dicey. I am not sure what you mean by he "did not disclose all of her information". Do you mean he didn't give her full information, did not disclose it all to the insurance company, or didn't get enough information from her in the first place? You don't say where you are, but here we have a Superintendent of Insurance. Look up the equivalent in your jurisdiction, and put your girlfriend in touch with him/her.
It may not be insurance fraud but it could be business fraud. The "deposit" probably represents the first month's premium which bound the insurance. She should receive back the prorated amount of premium that represents the unused days of coverage. Go in and see the agent and ask for a detailed explanation of why your girlfriend isn't getting back all but two weeks worth of insurance coverage. The agent should be able to show you in mathematical terms how the refund was calculated. Take a note pad and write it out. Then call your state's insurance commission if what the agent tells you doesn't make any sense and file a complaint. There should also be a state licensing and registration department for insurance agents and you can check with them about filing a complaint if you feel it's warranted.
