California - is it legal for attorney to contact you and not insurance company after auto accident?


Question:
I was involved in a minor car accident - I scraped a parked car as I was pulling out. I called the cops, and provided my insurance information, and reported it to my carrier the day of the accident. I have gotten letters from an attorney representing the guy whose car I damaged, and I think this is illegal. Why would he contact me directly when he has my insurance information?

I want to know if this is legal, and if it's not, how can I complain to the state bar association?

It is legal, a bit obnoxious, but legal.

Who was driving at the time of the accident, you, or your insurance company? Who knows, first hand, what happened that day, you, or your insurance company?

The attorney should contact whoever it is that was there and knows what happened, who would that be? And WHY would you think it not legal?
