You cannot have insurance with a company that is not licenced in Germany. If you are not military, you are no different from any German civilian, and have to buy from the same companies available to them.
When I was stationed in Belgium, I had GEICO. There are several companies that offer insurance, but to make sure who will insure you, probably the easiest way, would be to contact another American, say at any one of the many military bases around Germany, and just ask them who they are insured with. Most of the GI's will be glad to tell you. Just go to the main gate and ask the US military personnel.
I have a list good websites offering cheap car insurance. They are all reputed insurance compnies.
You can comapire rates between them cause its a big list.
In this way you save money also.
