If you are at fault for the accident and the other person is injured and if the driver is the owner of the car they are prohibited under Prop 213 from collecting general damages, that is, pain & suffering. In order for them to do so they have to prove they had a valid policy in force on the date of the accident.
Whether you are at fault or not and if you carry collision coverage your deductible may be waived if you carry the waiver deductible.
If fault is shared b/w the two of you he can collect his damages up to his negligent free percentage from you/your insurance company and you the same against him. Your insurance company will pursue them in collections.

You answered your own question. You said you hit them. I would have to say that makes you responsible. The fact that the other driver was driving illegally is a separate matter for the police.
Doesn't matter whether they have insurance/registration/whateve... If you're at fault, you're at fault. Did you get a ticket at the scene of the accident? If so, then you're at fault.
Yes but the other driver should have also been cited and in my opinion should have been arrested.
