Who 'police's' the police?

I live in a small town in Maine. A large number of the residents are unhappy with the police dept. They only enforce the law when it serves their purpose. They file incomplete accident reports, do not return calls from insurance investigators, do not know the posted speed limits in town areas and recently let a hit and run driver (a death resulted from the incident) without auto insurance off without any charges. Is there a state agengy that oversees local police departments?

Answer:
In most small departments, the Chief or supervisors will initiate an investigation. I would suggest that you get a list of FACTS together (BE prepared to prove anything you say) and request a meeting with the Chief. Failing that, you can always show up at your town select boards monthly meetings and present your concerns to the select board. One thing many people do not know is that your Elected town grand Juror can also initiate an investigation into any wrong doings in the Police department. The States Attorney and the Attorney Generals office will also steer you in the correct direction.
Well typically internal affairs of each individual department, but it sounds like you need to perhaps file a complaint with you state police. Also you could contact your local congressmen.

internal affairs would handle this , however if they are incompetent or not doing the job required then this becomes a issue for the states attorney general ( the state chief law enforcement officer ) who in return can revoke the cities police charter and have the state police take over jurisdiction
It depends, for local departments it would be the Internal Affairs Division or the state department of justice. If there are civil rights violations it would be the FBI.
The mayor does if he's not doing his or her job write your state rep or governor
NOBODY! They have no rules and no accountability. It's all political. You'll need an attorney who is willing to lay his license to practice on the line to fight.
The police. In actuality, the community the department serves. If you don't like what your guys are doing - DO something about it. If you are truly afraid of retaliation and not just a wuss, try your State Attorney General -- but why let someone else do your work for you??
What is their purpose that you are referring to ? Do they make commission off writing tickets in Maine? If so I'm signing up! Once again don't be prejudice! One cop that you are pissed at does not make up the whole group!
Each department has an internal affairs unit that is responsible for investigating police actions. If it is a department-wide problem the FBI usually leads the investigation.
