it depends on the state in which you live. In NY where I live and work, all insurance actions take place electronically @ midnight of the last day that a person was supposed to pay their insurance premium.
This results in a suspension being levied against the registration and the registered owner's driver's license. You than also get hit with a civil penalty for every day that you drive w/o insurance and if you fail to surrender your plates then another misdemeanor can be charged against the owner.
