Generally speaking, the insurance on the car is primary, your friends insurance is secondary and covers an excess damage your policy doesn't. For example, if your property damage limits are $15,000 but the damage caused to a 3rd party is $25,000, your policy pays the limits of the $15K and the drivers policy will pay the difference UP TO the limit on that policy.
However, you HAVE to read your policy. Some policies states the auto policy coverage is EXCESS to that of the driver's own auto policy, some policies state coverage is on a PRO RATA basis. If it's PRO RATA, then the 2 policies will pay their proportionate share. I currently have a claim out of Ohio where the auto policy ON THE CAR states their insurance is PRO RATA to that of the insurance carried by the actual driver of the car.

Liability follows the vehicle (TX). Your policy covers the damage he caused to other property, and either yours or his policy can cover damages to your vehicle.
