There's no best answer, it depends upon your driving record (yours is NOT good!), age, gender, location, type of vehicle, vehicle use, annual mileage, credit rating, etc. In most states rates are regulated but not set by the state insurance commission so companies have a lot of leeway in what they charge.

If its cheap insurance then beware,you get what you pay for.
Even though in England Insurance is regulated it is often that the cheaper companies wont pay out in case of a claim.
Big International companies are better in particular those recomended by Car manufactures.

Esurance.com Hands down the best. I live in Michigan and with no-fault insurance combined with my husbands accidents and inability to stay insured longer than a month we would have been paying almost $300 a month w/ Titian Insurance. If you have fairly good credit try State Farm too, they are really good. Right now I have an 2002 Neon and a 1988 Chevy pick-up, full coverage with $500 deductible on both and we pay 180 a month. When we drop the coverage to PLPD for the truck we will only be paying maybe 150 a month.
