In California, are you fined for a lapse in Auto Insurance?

Only if you're driving the car. Driving uninsured is a ticketable/finable offense. Heck, they can impound your car.

But if the car is in storage, and you're out of the country for a few months, you won't get a fine.
You are not fined, however, most insurance companies will take the lapse in coverage into consideration in the rating, so you won't get the lowest rate you could. However, if there is a vaild reason for the lapse, such as not needing insurance (if you didn't own a car), then that should not negatively impact you.
