The primary driver is the person who drives the vehicle the most, or has possession of it the most. The secondary would be other people who drive the car on occasion. To be a secondary, you must be listed as a part time/secondary driver on the policy. Depending on your secondary's driver license, your rates could be much higher, not change. If the person is under 25, and particularly male, your rates will increase substantially. Defensive driving classes help reduce your rates, for each person who takes a class and passes.
I think they just want to know who will be driving the car most of the time. It might also have something to do with your premium.

Basically primary driver is person who is the Named Insured. Meaning person who either owns veh, or is paying for the coverage. Secondary would be a named driver on the policy.

Primary driver is who drives the car the most, 100%? 80%, 10%? The primary driver of the car is who the premium is primarily based upon, secondary driver info comes into play as well. So if you're a guy with a horrible driving record and you just bought a sports car, probably don't want to be the primary driver of that vehicle.
PRIMARY is the person that drives the cars the most ( most of the time the car owner)
SECONDARY drives the car but not as much as the primary ( can be a son in the family's or just, a friend living with you)
