What should I do if an insurance claims adjuster fails to show up at a scheduled time?

Sorry, but there is NOTHING you can do. Reschedule & deal with it. However, you certainly are free to tell everyone about your experience with that particular insurance company's lack of courtesy. Word of Mouth is both great advertisement and a great destroyer of businesses.
Nothing. The guy was sick, they will reschedule. Be patient. At most it's bad customer service on their part. No need nor warrant to turn it into a legal issue. It's no different than you making a doctor's appointment and cancelling it without calling the doctor's office. Can they sue you? No.
If you're unhappy with they way they are handling your claim, you have a right to handle your damages with your own insurance company and they will subrogate the responsible party's insurance company to get their money back.
You can report it to the BBB, but keep in mind that you are merely one of millions of people that this happens to everyday and likely all you will get out of it is an opportunity to vent your frustration on an unsuspecting stranger.

This is a good example of why you should contact and do everything through your insurance company and let your insurance company subrogate on the at fault driver.
P.S. - The adjuster is an A-hole.
I know, they suck, I had an accident and it took them almost a month to payoff my truck, since it was a total loss, it is all a waiting game, they suck.
You can sue the other driver. If you do, you can bet that the adjuster will do his job corredtly.
geezer you need some Prozac he missed an appointment. There is nothing other then good business ethics that says he should keep you informed
when dealing with these people remember that you are a liability to them all you are going to do is cost them money.

He missed an appointment. It is not a big deal. If he went home sick, you are not the only appointment he missed. Nothing he did was illegal and it would be silly for you to try and get something from this situation. Reschedule the appointment and move on with your life. It sucks that no one called to reschedule appointment, but that just shows how bad their customer service skills are.
OMG, a similar situation happened to me about a month ago. So, when the adjuster was up to handling my case again I just asked for his supervisor's number, complained, and faxed a request over for lost wages. I GOT IT.
