Try a local agencie in your town. But do your research first on it.
Taking driving courses in/out of school and passing, credit score, job, and grades I believe even help. Unfortunetly, it will be expensive no matter what, so start with the phone calls and the quotes. If you have a relative who is in with USAA, have them refer you and stick with USAA as they have great rates.
I would go through an insurance broker. I have been going through one since I was 18 or so. Basically, he has hundreds of insurance companies in his database & he searches through all of them & finds you the lowest one. The fee is usually about $40 & is included with your down payment/first month. Also if the company offers automatic monthly payments from your checking account, you can usually save about $5.00 a month if you use that instead of being billed by mail. It also depends on what you drive & if you have had any accidents/tickets. 4X4's & v8's are usually a little higher, I have never noticed a BIG differance. I went from a 91 Saturn 4cyl to a 96 4X4 blazer & a 97 z28 Camaro & it didn't go up that much, around $10 a month. Hope this helps!

Go to Yahoo and search for cheap auto insurance. You will find a lot of good companies on the first pages. My sister just turned 16 and got a good deal through our parents insurance.

Heres a small back story. I am 21. I got my licence when I was 16. My parents thought I needed to learn responcibility, so I had to work and pay for everything, including insurance(they wouldnt let me be on theirs). I had a heck of a time finding cheap rates. Local agents charge a bunch because they are a middle man for a larger copmany and heck, how do they get paid? Try asking about assigned risk. My wife was able to get that and paid half of what I did(assigned risk is where bigger companies are mandated to have clients that have high potential for accedents). Anyway, the cheapest for me was progressive. It was a 6 month policy and I was paying about $200 a month, liability only, on a 10 year old car. So, theres a ballpark figure for you. Keep getting quotes. Some probably wont even insure you, or if they will its at an outragous price. Call around, get as many quotes as you can. Anyway the advise from experience. DONT GET IN TROUBLE. My first month I was pulled over speeding. Due to the law, your under a probationary period for 6 months in NY. You get pulled over for speeding, or driving past 9pm, you loose your licence for 3 months. Well, cops dont like it when your going 70 in a 55(it was an expressway). After I got my licence back I wrecked my car. Im now 21 and I pay 300/month ($916 every 6 months) on 2 cars and one has liability, one full coverage. Thats really high, and it wouldn't be if I was more carefull when I first got my licence, so a word of advice, be careful, as if you do something small as speeding just a little, you screw yourself down the road.
