South Africa?? Does the same answer appy to a Budget Rental or just to
an Avis car? Is Budget a subsidary of Avis? Same rules apply??

You will have to buy insurance when you hire the vehicle, it is done at the vehicle rental counter and not a problem. Age should not be a factor - what will be a factor is a legal and valid driver's licence.
