How about all the time he could not work(calulate that), loss of business, pain and suffering, etc.
$1000 sounds like pretty LOW-BALL to me...
20-30,000 sounds right to me plus medical bills and his vehicle!
For serious injuries, 1 to 2 times the actual damages is common. Lost wages should also be covered. If he didn't lose any work time, the P&S settlement would be rather moderate, though $1,000 sounds a bit too moderate if you catch my drift.
Back in 1989, my then wife was hit by another car that initially left the scene but returned a few minutes later.
